This is the Charlton Comics version of Liberty Belle created by Joe Gill and Steve Ditko which appeared as a backup feature in E-Man #5. The character was later acquired by DC but has no connection to the DC Comics character from the 1940's that currently appears in their Justice Society of America comics.
